YOUR BILL

SVMWC’s 280 members (property lot owners) receive bills twice a year in July and January even for unbuilt lots. Owners of multiple lots have one membership per lot and therefore receive one bill per lot. More about memberships here.

Bills are sent to members’ postal addresses on SVMWC’s records. SVMWC will start emailing bills in the near future. Please update your mailing address and email here.

Understanding your bill

Each semiannual bill pays for one half of SVMWC’s (i) annual operating budget approved by the Board in July for the fiscal year (July–June), and (ii) annual capital reserves, debt and other obligations.

Bills are different between lots that used under and over 150,000 gallons during the previous 12 months (July bills: July–June, January bills: January–December). Monthly usage reports here.

The Base Level Water Charges plus Water Overage Charges in every semiannual billing pays for half of SVMWC’s annual operating budget.

  • Base Level Water Charge. Charged to all members. Covers a portion of half of SVMWC’s annual operating budget.  The portion equals the percentage of lots that used under 150,000 gallons during the previous 12 months. For example, the percentage is 85% if 85% of the lots used under 150,000 gallons during the previous 12 months.
    – The Base Level Water Charge is the product of half the annual operating budget times the percentage, prorated equally among all lots except that it is half the amount for empty lots and lots that used less than 50 gallons during the previous 12 months.
  • Water Overage Charge. Charged to members whose lots used over 150,000 gallons during the previous 12 months. Covers the remaining portion of half of the annual operating budget that is not covered by the Base Level Water Charge. In the above example, the remaining portion is 15%.
    – The Water Overage Charge is the product of the lot’s excess use above 150,000 gallons times a per-gallon rate calculated to make the addition of the Base Level Water Charge plus the Water Overage Charge equal half the annual operating budget. The per-gallon rate is typically around 1 cent.
  • USDA Reserve. Charged to all members. Reserve required as a condition of the 40-year Loan #1 by the U.S. Department of Agriculture that funded the system’s improvements performed during 2010–2013. It is currently zero because SVMWC already met the required reserve.
  • Capital Improvement. Charged to all members.  Covers half of members’ annual total contribution to SVMWC’s capital improvement’s reserve fund budgeted by SVMWC’s board at the beginning of the fiscal year to pay for unexpected capital expenses such as pipe maintenance and equipment replacement. Prorated equally among all lots.
  • USDA Loan. Charged to all members. Covers half the annual payment for the 40-year Loan #1 by the U.S. Department of Agriculture that funded the system’s improvements performed during 2010–2013. Prorated equally among all lots.
  • Fees and charges 
    • Late payment fee: $10 plus 1% per month late.
    • Transfer fee upon sale of property: $300 (collected by title company).
    • Plan check fee: $150 charged by the OVPSD, which remits the payment check to SVMWC.
    • Time and materials billed to SVMWC by the Olympic Valley Public Service District (SVMWC’s contractor) for shutting off water at the lot’s water meter due to issues within a home. Members must know where the shut off valve is within their homes to prevent this charge. Members who rent their homes should clearly inform their tenants and prominently post in their homes on the proper water shutoff procedure.
    • Service reconnection fee.
